HOWARD COUNTY COMMISSIONERS MINUTES
REORGANIZATION MEETING
A meeting of the Howard County Board of
Notice of the meeting was given thereof by posting in three
public places which was the Post Office, Citizens Bank and Trust, and the St.
Paul Bank. The notice was also posted on the bulletin board in the courthouse,
a proof of the notice filed in the Clerk’s office. Copies of the agenda were
posted in the courthouse, the

Motion was made by Sack and second by Rasmussen to approve
the minutes of the last meeting. Roll Call: All Ayes. Motion carried.
Chairman Seifert asked for nominations for the
vice-chairman. Motion was made by Rasmussen and second by Seifert that
Commissioner Sack be appointed as chairman. Roll Call: All Ayes.
Chairman Seifert stated that a current copy of the Nebraska
Open Meetings Act is available for review and indicated the location of such
copy in the meeting room.
Motion was made by Sack and second by Rasmussen that the
meeting dates for 2007 remain the same with the second and last Thursday of the
month except the meeting will be held February 6 and June 7 due to other
meetings. Roll Call: All Ayes. Motion carried.

The official county newspaper is the Phonograph-Herald all
doctors at the
County Treasurer Connie Nickel presented the resolution
which authorizes her to invest all funds in excess of the current needs and she
also had the resolution which allows her to deposit in excess of the capitol
stock and surplus of the bank provided there is a pledge of securities and
assets of the bank to be approved by the County Board. Motion was made by
Lierman and second by Rasmussen to approve the two resolutions. Resolution No.
2007-01 and Resolution No. 2007-02 are on file in the Clerk’s office.

After some discussion on the appointments, bank
depositories, Treasurer Resolutions, and the above items, motion was made by
Rasmussen and second by Sack to approve all appointments, the county burial,
county liability insurance and the county holidays and the above items. Roll
Call: All ayes. Commissioner Rasmussen abstained on the county provider list as
Charlie’s Station is listed and he is the owner of the business.
Sick Leave
At the last meeting, Katie McCann and Katie Stepanek,
met with the Board to discuss sick leave pay. Motion was made by Rasmussen and
second by
Discussion was had on the county handbook policy manual.
After review and discussion it was decided that a change will be made in the existing
handbook in regard to the sick leave policy. This will be sent out to all
employees.
Discussion was held on Jay Meyer becoming a full time
highway superintendent. No action was taken.
