HOWARD COUNTY COMMISSIONERS MINUTES

SPECIAL MEETING

NOVEMBER 13, 2007

A special meeting of the Howard County Board of Commissioners was convened in open an public session on the 13th day of November 2007, in the Boardroom, Howard County Courthouse, St. Paul, Nebraska.

Notice of the meeting was given thereof by publication in the Phonograph-Herald on the 31st day of October 2007, a proof of publication filed in the Clerk’s office. Copies of the agenda were posted in the courthouse, mailed to each Commissioner, and kept current and available to the public at the County Clerk’s office.

Notice of the meeting was given to the County Board and a receipt of their acknowledgment is also filed in the Clerk’s office.

Chairman Seifert called the meeting to order at 8:30 a.m. Roll Call: Lauren Scarborough, AYE; Rance Lierman, AYE; Gary Rasmussen, AYE; Bill Sack, AYE; Larry Seifert, AYE. Also present is County Clerk Marge Palmberg and Sheriff Harold Schenck. Chairman Seifert stated to those in attendance that a current copy of the Nebraska Open Meetings Act is available for review and indicated the location of such copy in the room where the meeting is being held.

Chairman Seifert stated the purpose of this meeting was to conduct County Attorney interviews. The Board asked Sheriff Schenck to sit in on the interviews. They had also asked Attorney Barbara Wroblewski but she has client appointments so she is unable to attend but stated she would do some checks on the applicants. The Clerk had received a letter from one applicant asking that his name be withdrawn.

The Board had interviews set up with 6 applicants.

The Board recessed at 12:10 pm and will reconvene at 7:00 pm on Thursday, November 15^th to review the resumes and possibly make a decision.

NOVEMBER 15, 2007

The County Board reconvened at 7:00 pm from the meeting that was held on Tuesday, November 13, 2007. Chairman Seifert asked for roll call: Sack, AYE; Scarborough, AYE; Lierman, AYE; Rasmussen, AYE; Seifert, AYE. Also present is County Clerk Marge Palmberg and Citizen Leo Blaha.

Chairman Seifert stated for the record that the Board appreciated and wanted to thank Sheriff Schenck and Attorney Barb Wroblewski for their help during this process. Sheriff Schenck sat in during the interviews and Attorney Wroblewski did some checking. The Board reviewed and discussed the resumes of the applicants.

Much discussion followed regarding two applicants. Several telephone calls had been placed to references in one resume for some clarification. Motion was made by Sack and second by Seifert to offer Bob Sivick the contract for one year starting December 1, 2007. Roll Call: All Ayes.

Motion was made by Lierman and second by Sack to contact Barb Wroblewski to draw the contract up with the stipulation of one year. Roll Call: All Ayes.

A letter will be sent to the applicants thanking them for their resume and time.
